The Ambassador discussed many issues including the Trafficking In Persons Report (TIPs) for 2011 that ranks New Zealand in Tier 1 (the highest ranking for compliance) but also indicated New Zealand as both a destination and a source country for trafficking according to the US State Department definition of trafficking – which includes internal trafficking and exploitation as well as trans national trafficking across the border.
